Hoarding is exactly what the government is doing right now by filling the SPR, and frankly it's the best thing that could happen. It drives prices up. High prices encourage demand destruction. They also finance new well development. The hoarded oil gives us a buffer to fall back on once shortages become more prevalent. High prices are what we need in order to adapt to what's coming, and the sooner they happen, the better.

"Initially, it will not take much of the building space," he wrote. "Ideally, over time, this center will be the 'Silicon Valley' headquarters for Ocean Energy expertise and [spawn] many growing business activities for what might become the only real way to begin weaning ourselves from what will soon become a clear peaking of global oil and gas."


Simmons pointed to a Government Accountability Office report issued Thursday on peak oil and the warning it contains. The report stresses the importance of finding strategies to attain cost-effective measures to mitigate the potential consequences of a peak.

"Congressmen Roscoe Bartlett, R-Maryland, and Tom Udall, D-New Mexico, are both ardent Americans who share my belief that peak oil is happening now," Simmons wrote.

"Both [legislators] are also very enthusiastic about my Ocean Energy ideas and I suspect in a few months, I will have both to Midcoast Maine speaking about peak oil," Simmons wrote. "Today was a big day for peak oil and hopefully the Ocean Energy beginning of how the world uses our oceans for energy and for Rockland and the investors in this real estate project."
