Hoarding is exactly what the government is doing right now by filling the SPR, and frankly it's the best thing that could happen. It drives prices up. High prices encourage demand destruction. They also finance new well development. The hoarded oil gives us a buffer to fall back on once shortages become more prevalent. High prices are what we need in order to adapt to what's coming, and the sooner they happen, the better.

GM, U.S. to develop fuel cell vehicles
Hydrocarbon AlternativesGeneral Motors Corp. and the U.S. Energy Department have signed a five-year, $88 million deal to build a fleet of 40 hydrogen fuel vehicles, the automaker said Wednesday.

Under the program, GM will spend $44 million on fuel cell vehicle demonstration fleets in Washington, New York, California and Michigan. The Energy Department will also provide $44 million in a deal set to expire in September, 2009.

GM, the world’s largest automaker, also announced that Shell Hydrogen LLC will set up five hydrogen refueling stations in Washington, New York, California and along the Eastern seaboard.

I can't believe this a 5 year plan which will result in 40 vehicles at more than 2 million appiece. And to top it off there will be exactly 4 places you can fuel them up ( two along the eastern seaboard).

Good God, this has almost no effect at all. This needs trillions of dollars of investment from all over, to replace the ten's of trillions of dollars in Oil industry investment that has happened over the past 50 years. Someone needs to offer up real seed financing for both the consumer item development and the infrastructure to support them. Of course you could limit the costs by concentrating on a cluster of states or something but that isn't likely to work in the US due to equity and long distance travel issues. What is needed is mandated inclusion of new pumps into gas stations so that at least the fuel (be it hydrogen or some form of alcohol) is available for new vehicles. Mind you a oil president is not going to do that to oil companies.

OT but related to auto industry.
What we need is a modular (powerplant, battery and drive) hybrid system. You buy a Chasis, you select a generation unit (multi fuel), a battery unit and a set of electrical drive units. That way you can choose the small, medium, large or 'maxi' generator unit. The short, average or long duration battery unit. The most efficient or the most powerful drive units. Technically any unit should be able to be yanked in the future for better versions or even if you just wish to change the specs of your basic car. Personally i'd take the second level generator with the mid range battery and the power drive units. I suspect that the 'smart car' concept could well be heading that way.
