Fusion gives you plenty of neutrons for plutonium production.

Only if you use fuels that produce neutrons. Aneutronic fusion reactions such as the PB-11 dont. DD & DT do.

Thats not how NAFTA works. NAFTA requries that there aren't import/export quotas that create artificial surplus within Canada.
