In reguards to Beylorussia, I have seen articals in the last few years hinting that the government was eliminating restriction on people living in the Chernobyl exclusion zones evacuated 19 years ago after the Chernobyl disaster.

Does anyone know if this is true or have a good source I can read up on the actual events in the last couple of years? Anyone live in the area or corospond with someone who does?

There are several exclusion zones forming concentric circles around the Chernobyl Power Plant. The fourth outermost zone has about 500 residents, mostly old folks; some of them have returned, the others moved into the abandoned houses. The restrictions are still in place, but they have never been fully enforced.
