The problem is that much of the water is fossil water and cannot be replaced in the normal sphere of things. I think it is possile for neighbouring states and provinces to use water at say 50% of their contribution to the replacement by natural factors. _________________ Appuis ait fabrum esse suae quemque fortunae.

Surface water pretty much cannot be fossil water. Even Lake Superior would evaporate in a century or so. Only aquifers can be fossil water.
As for waste, can you say with a straight face that a natural river is wasteful and irrigating lawns (not food, lawns) with unmetered water in the middle of the desert is not?

The USA is a Federal Republic composed of 50 different States.
About 25 states including California and Texas maintain military forces which are separate and independent of the national republic force.
If a state wanted to leave the European Union, they could do it. Same with the American Union. Texas for example would be better off as an independent nation, especially since national laws often work against our interests and we send more money to the national government than we receive back in benefits.
Problem is, the last time secession was tried, it resulted in a long, bloody civil war.
At this time we have enough communists and fascists who so love the old "Throne & Altar" centralized authoritarian power structure in Washington D.C. that such a war would not get started.

I'm a southerner, the oral history of the War for Southern Independence describes a period of starvation, desolation and utter destruction. Unless you want a quarter of your male population dead and your women and children starving in the streets, you better come up with a political solution.

To the op,
if the feds decided to take that water, there would be an uproar and if the state forces were not called out I think individual citizens would take action. We have seen what can happen to pipelines over extended areas. A few people would take up the cause against it (property destruction. I wouldn't envision anti-personal violence at least at first) and a lot of law abiding people would look the other way. When the feds came by there would be a lot of "I didn't see nothing officer." _________________ Nature is complete because it does not serve itself.

While the Democratic and Republican candidates for president blather on about non-issues like who will be meaner to immigrants, who will use the most water on torture victims, who wanted to be president at the youngest age, who's the best Christian and other such nonsense, and while Congress and the president dance their meaningless dance of pretend conflict, let's for a moment ponder something more momentous.
What if the US just packed up and left Iraq and Afghanistan, and brought the troops all home, shut down the 750-odd overseas bases we operate around the globe, and slashed our military budget by 75 percent?
That would be an instant savings of roughly $365 billion per year...
Why does the US need 700 military bases around the world anyway?
It is a legacy of America's preeminence after WWII, in my opinion, and it is a legacy that will not last for much longer. I think that very soon we will see America begin peeling back it's so-called "Empire".
How much longer do you think we need maintain troops in Okinawa or Korea or the Balkans?
What are the the US' most important bases - the ones that we simply will not close down no matter what?
If the dollar keeps sliding down into oblivion, there's no way that this country will be able to remain a "hyper-power". I have a feeling that the next president will be having to deal with a draw down of US base worldwide, perhaps even scaling back the military industrial complex also. We just simply won't be able to afford it.

Affordability isn't an issue when the money can simply be printed and backed by the threat of bombs.
I think the Empire would sooner resort to nuclear war than scale back its presence.

I've been saying this since 1977 when I was honorably discharged after 4 years of service to my country in the United States Air Force.
I've become a true believer in isolationism for my country. There was a lot wisdom in the Republican party of the 1920's I wish its current version would adopt.

I venture to predict an increase in military bases around the world. They will be renamed from 'American' bases to NATO or UN or NWO bases. The exchange of military forces between regions will assure loyalty from the ranks while crushing the uprisings. No way, if you slash military spending by 75% who is going to police the world? Who is going to keep rogue states in line by making examples of dictators like Saddam?
Who is going to protect the oil lanes vital to the world economy? Who will prevent the proliferation of nuclear weapons to rogue states like Iran? Who will fight and win the war on radical Islam and terror? Who is going to intervene to prevent regional conflicts like India-Pakistan over Kashmir from escalating to nuclear exchanges?
