Doesn't most of the Great Lakes water get wasted anyway, flowing eastward after Montreal to the ocean?

Nobody uses all that water today.

The problem is that much of the water is fossil water and cannot be replaced in the normal sphere of things. I think it is possile for neighbouring states and provinces to use water at say 50% of their contribution to the replacement by natural factors.

Surface water pretty much cannot be fossil water. Even Lake Superior would evaporate in a century or so. Only aquifers can be fossil water.

As for waste, can you say with a straight face that a natural river is wasteful and irrigating lawns (not food, lawns) with unmetered water in the middle of the desert is not?

The USA is a Federal Republic composed of 50 different States.
About 25 states including California and Texas maintain military forces which are separate and independent of the national republic force.

To the op,
if the feds decided to take that water, there would be an uproar and if the state forces were not called out I think individual citizens would take action. We have seen what can happen to pipelines over extended areas. A few people would take up the cause against it (property destruction. I wouldn't envision anti-personal violence at least at first) and a lot of law abiding people would look the other way. When the feds came by there would be a lot of "I didn't see nothing officer."

I have a feeling that the next president will be having to deal with a draw down of US base worldwide, perhaps even scaling back the military industrial complex also. We just simply won't be able to afford it.

Affordability isn't an issue when the money can simply be printed and backed by the threat of bombs.
I think the Empire would sooner resort to nuclear war than scale back its presence.
This octopus isn't going to pull back its suckered arms without a fight, a big one, maybe the last one.

I've been saying this since 1977 when I was honorably discharged after 4 years of service to my country in the United States Air Force.

I've become a true believer in isolationism for my country. There was a lot wisdom in the Republican party of the 1920's I wish its current version would adopt.

My Fellow Americans. Want to get out of foreign adventures killing your countymen in Iraq? Leave the Marketers of the WTO/NAFTA fiascos behind and start bringing jobs back home? Vote for Ron Paul if you call yourself a Republican, or Dennis Kucinich if Democrat, they are remarkably similar on these 2 vital issues for America.

No way, if you slash military spending by 75% who is going to police the world? Who is going to keep rogue states in line by making examples of dictators like Saddam?
Who is going to protect the oil lanes vital to the world economy? Who will prevent the proliferation of nuclear weapons to rogue states like Iran? Who will fight and win the war on radical Islam and terror? Who is going to intervene to prevent regional conflicts like India-Pakistan over Kashmir from escalating to nuclear exchanges?
Sheesh, you Americans must stop thinking only of yourselves. Rolling Eyes
