Alas, life is never simple, is it? No matter how much we might wish to change the past, we remain unable to modify it in the least.
It's really too bad the sterilization program wasn't carried out more broadly - say, on all those under IQ 100. That would, by definition, be 50% of the population. We just might be able to shift the distribution curve to the right.
Oh, well. Perhaps the incipient die-off of Peak Oil will purify the gene pool. It just goes to show that every cloud has a silver lining.

Yes, just a simplified version. They have five levels, I use two.
That said...why on Earth is sterilization such an issue? Those who are too poor to support excess children, those with genetic disorders, and those with certain other issues don't need to be replicated - particularly during a period of overshoot.
