Climate change adviser attacks US stance

In his second day as the foreign secretary's special representative for climate change, John Ashton, who has worked as both a diplomat and an environmentalist, set out his agenda for bolstering the government's efforts to convince other nations to sign up to a new climate change treaty and adopt cleaner technology.

But, speaking to journalists in London, he made clear his exasperation with the US's rejection of the Kyoto protocol. "The policy of the Bush administration on climate change has not been helpful on the international effort," he said.

Mr Ashton said the big choice facing the world was whether high carbon technology or low carbon technology would be beneficiary of the $16,000bn-$18,000bn the International Energy Agency had estimated would be spent on energy infrastructure between now and 2030.

A crucial question was whether China would use new technologies to limit or eliminate carbon emissions from coal-powered stations. The country was building a large coal-fired power station every four days. He added that attitudes in the US Senate were moving towards a climate change treaty.
