Maybe people are out of work?
California unemployment rate hits 6.2 % in March - Los Angeles Times
Often the headline is appended "Worse than Ohio, Pennsylvania."

Could be that there is some combination of the drivers who drive the most being laid off, along with migrant worker setbacks that can't be counted like mos said, but even so, CA's gasoline consumption has declined 1% yoy for the last two years, and AFAIK we haven't been in the slump since 2005.
