The map doesn't say Finland has a nuclear power plant under construction. I suggest you actually look at the map...your information about it is either made up or several years out of date.

The map doesn't include Romania and Bulgaria so it is out of date. Both countries have reactors under construction as well as operating reactors. Finland does have a reactor under construction. _________________ only the paranoid survive
