NZ has a very strong gang culture particuarly among the Maori and pacific island communities. I do think criminal gangs will be a major problem for anyone hoping to make a stand post PO not just here but everywhere gangs are currently allowed to prosper.
Assuming none of the current oil and gas prospects pay out, NZ will be forced to revert to a coal based economy post PO. We do have vast amounts of high quality coal and a relatively small demand for gas and liquid fuels, we have a much lower population than the had UK at the start of the industrial revolution, and we have a CTL plant (coal to liquids) going ahead in the south island, and a gas to liquids plant already in operation in the north island.

They mainly fight with each other and look to appear macho to other members and other gangs. I don't think they will be able to organize themselves well enough to make it a big problem for very long. Of course, as PO decline starts to bite, they may be a problem for some areas.

I'm not sure why New Zealand would need to revert to a coal based economy. In the situation you're talking about, we will already be largely disconnected from world trade and tourism, so why would we need large amounts of coal? Do you think we, as a society, will somehow try to continue our current oil based lifestyles, separated from the rest of the world? Or, in the face of the harsh reality of oil depletion, would we have enough thinking people to realise that what we had didn't ultimately work and so we should try something else?

Maybe, but to make a move to central Wellington on the basis of some possible short term problem doesn't seem smart. Any move one makes could be the last move for a very long time. In this case, it seems sensible to not live on a major fault line.

I'm sure the army will be able to sort em out. The central government won't be looking to give up the rural, food growing areas to a pack of savages. If push comes to shove, they'll all be rounded up and shipped off to prison, or shot.
I think rather than anarchy, in a post-PO world countries are more likely to be very strictly controlled.

no place is going to be safe soon, but NZ has the ability to make "the changes" if we get our crap together. if you haven't already, check out Nelson's "Transition Town" movement. It's just getting going, but there's heaps of interest and support.
