Alot of coulda,woulda,shoulda but the truth of it is we aren't.
20 years to mitigate and deal with the problems. Chance to mitigate was 20 years ago. WE ARE OUT OF TIME!!!

Mitigation isn't anything absolute, mitigation could be performed even after the nukes start falling.

True, but the definition of "successful mitigation" will be a lot different....
