What are these strange characters â€™â€œâ€?

I’m getting strange characters in my posts:

Iâ€™ll

â€œEnglishâ€

Posts that appeared fine before the server move now are unreadable in places – the same happened on the last server move as well.

Most of my posts I compose in MS Word since my spelling is teribel.

In this post I changed the font in word to Arial from Times Roman and it appears OK.

Not that it matters - I was just wondering the deal? I AM a graphics guy but know little about the wonderful Gates machine.

You can also copy and paste your post into notepad and then copy and paste it into the forum editor. Damn MS for using non-ascii quotes!!!!

Try changing your browser's character encoding to UTF-8.

In Firefox, that works once, but is reset to ISO-8859 each time a page loads.
This is reasonable, because this is what it says in the HTML:

<META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=ISO-8859-1">

Can PHP be changed to specify UTF-8 here?
