Posting link help, please

When I click on the green chained globe (no matter what stage I am in in posting) , I get only this response (no other):

Error! You did not write the URL. You did not write the page name.

I noticed on the msnbc board that they, too, had the green chained globe, so I tried to post a link there. I got the little bluish green box that asked for

Insert Link
Name:
URL:

Do you have any idea why the "Insert Link" box doesn't appear for me?

What browser are you using?

at the top of your screen you should see the following in a yellow pop up area "This website is using a scripted window to ask you for information. If you trust this website, click here to allow scripted windows..."

Click that and choose to "Temporarily allow Scripted Pop ups"

I am using Windows (please don't tell me that is my problem!! lol) Internet Explorer.

There is no yellow pop up area.

Pop up blocker Is being used.

I will try doing it manually.
