We cannot drill our way out of this oil crisis. Since 2000, oil companies working in the U.S. have doubled the number of wells drilled per year.
Although increased drilling has added new oil to the nation's supply, it has not done so fast enough to offset the terminal decline of existing fields.
We are going to have to import more of our oil. Period.

I find the housing situation very interesting. Russians for the most part, did not lose their housing during the collapse, which many beleive kept the society together. Americans on the other hand, can lose their housing and/or property quicky, with bank foreclosures and such. Also, most of the US land is privatly owned, even most public places are somewhat private, with "No Loitering," signs, or "Customers Only." Where there are public parks, they are often closed at night, and anybody trying to spend the night there, would likely be told to move along by the police. Where as the Russians had mostly public property, and just about everything was considered communal, except the bedroom.

I thought I should also mention that, right before the Soviet Union collapsed, it had peaked as an oil province, and was taking in foreign debt at an un-sustainable rate. Also, at that time, world oil prices were very low, and not too long after these events, they announced the "former Soviet Union."
