Hoarding is exactly what the government is doing right now by filling the SPR, and frankly it's the best thing that could happen. It drives prices up. High prices encourage demand destruction. They also finance new well development. The hoarded oil gives us a buffer to fall back on once shortages become more prevalent. High prices are what we need in order to adapt to what's coming, and the sooner they happen, the better.

I think a safe deposit box certainly meets that definition. You have a key. The bank has a key. It either of you looses your key, they have to drill out the lock.
The problem with banks, and most self storage units, is consistent access. You can only get to your stuff at certain times. Most self storage places have electric passcode gates. If the electricity goes out, you're not getting to your stuff. With safe deposit boxes there is the additional problem that when "normal people" (defined as anyone who doesn't own any books from Palladin Press) have any thing valuable, they put it in a bank. The government, generally liking to get its hands on peoples valuable stuff, there is a significant risk of them deciding that you can't open your box without there being there to observe and take the stuff they want.
