If such things are happening, its due to logistical problems and nothing else. My first twitch though is to call BS on this article. I see nothing and have heard nothing to confirm this. Nobody has discussed it being harder to obtain food imports (more costly, yes, harder, no).
However, in the event that if/when there this becomes a supply issue, I have two things to say:

2) It's been nice knowing y'all, 'cause I'm outta here!
crap, if this is this the case, it is time to pull everything out of saving and start hordeing and bugging out.

Just caught up with this thread, shame it's veered off ...
Anybody else notice the correlation between the countries on those graphs a few pages back, on poverty levels and food imports and the undoubted FACT that ALL are under the rules of the IMF and World Bank governing what they can grow, what they can export, how much they can sell it for etc.etc.
I expected the story about retailers limiting basic ingredients to gain a few more doomer comments. Maybe it's because it's published by the NY Sun ...? Anyway, here's something of interest/pertinence to the original thread subject:
Raj Patel: There are two kinds of stories that we can tell about the food prices. One is an economic story, and that's a story about a perfect storm of poor harvests and a demand for meat in developing countries, which is diverting grain, and the high price of oil, which is driving up food -- farm inputs, and at the same time, the biofuels boom, the process of growing fuels in order -- sorry, growing food in order to burn it rather than eat it. All of these are economic factors that are driving up the price of food.
But at the same time, there's a political story here, and it's a longer-term political story about how countries have been forced to abandon their support for farmers and to abandon things like grain supplies and grain stores. And this is a longer-term story, and it involves organizations like the World Bank and the World Trade Organization that have a fairly iron control over the economies of most of the poorest countries in the world. And what the World Bank and what the WTO and, to some extent, the International Monetary Fund have done is force these countries to tie their hands behind their back, effectively, and to bind them very firmly to an international economy in food.

The same was mentioned on AgDay a couple weeks ago so I Googled it and found several stories in mainstream local papers. I posted them in the food thread I think.
Durham wheat is going to be about gone by the time this years crop comes in - your pasta is gonna get expensive...

Great idea! I just called. I first talked to a person who said "It's not just the Mountain View area" and then quickly said "But you didn't hear that from me" and switched me over to a manager. I then talked to a manager at the Mt View Costco. It is confirmed that there was a run on rice and they put limits on number of bags. She refused to say anything else and then sounded quite pained and asked me to contact the regional office.
So CONFIRMED, Costco did limit the number of bags of rice people could buy.
Also confirmed, my local grocery store is selling orange juice at $1 with a limit of two per customer.
A) We had somebody in the news say something stupid and created a run on rice.
B) Costco had a sale and everyone wanted a bunch.
C) There is a supply sudden supply problem we are currently unaware of.
D) The Dark Overlords have made a move that caused a panic in the Mountain View area.
I'm opting for A or B.

Food is not just livestock. Africa can be a region of high food production, regardless of whether or not they are an area of high livestock production, because the tsetse fly only influences some food from livestock, not food from plants. In other words, while the tsetse fly can limit what they produce in terms of livestock for food, it can not, as you have stated, limit what they can produce in terms of plants for food.
