What suggestions do ya'll have for ensuring a water supply if the power goes off?

I have a 4" well w/ submerged electric pump (about 250' deep). I have looked into installing a hand pump in the well casing. Seems promising . . .

I plan to start harvesting rain water in the future but that project is down on the list (that whole money and time thing!).

Does anyone have experience / recommendations regarding hand pumps? Any other ideas about a steady water supply?
