I think this is the beginnings of an economy based on perpetual growth and fossil fuel energy running headlong into geological energy constraints. Basically I see an undulatory downward path for the rest of my life. From here out, I think any rallies in our economic condition are going to be met with spiking commodity prices that knock us right back down.

Is it possible to implement Quota system?

Every citizen is given a card by the Motor Vehicles Dept., just like a licence.

People swipe the card at the gas station, and every month they have certain limit to how much oil they can buy. Everyone gets say..eg. 50gallon a month, and you cannot buy more than that!

If they drove less one month, the quota points accumulate to next month, simple as that.

This system is good for making gas guzzlers drive less. Everyone gets equal share.

Quotas are in general a terrible way of dealing with scarcity. They lead to terrific economic inefficiency.

A more appropriate way is to all prices to float freely -- people will consume less when gas costs $5 a gallon and those that really need it will pay that price happily.

Quota's are probably not a good solution by itself... since there are cases when one will need to exceed a quota. It also will hurt rural people more than urban since their average petroluem needs are more excessive. We need to be protecting rural societies.

Also, rationing strictly on market price increases is not a good solution by itself either. In this case, the rich will even further dominate consumption, and put very significant strains on the poor, leading for economic and social stress.

The ultimate solution for this needs to be a more comprehensive, organized strategy must be implemented globally to deal with the eventual reductions of available oil supply (or even an increasing supply not able to meet a faster increasing demand).

"Demand destruction" - Remember, people are poor because they don't work hard enough! People who die on the streets deserve to die. (I wish people didn't have this view, oh, how I wish...)

Seriously though, we will be relatively O.K. for the next few years. We have alot of waste (I guess my view is America-centric though) to curtail.
