Perhaps the way to approach this is to ask Simmons. Not about Bush or anyone else in particular, but in general. Ask him what our political leaders, and the Big Oil brass, think about peak oil. Are they in denial? Do they accept the truth in private, while maintaining public denial or optimism? Do they have a plan? Are they at all worried about this?
And Simmons supposedly advised Clinton about peak oil, as well as Bush. Did Clinton have any plan to deal with it? Did he even believe it?
The only explanation to the US government behaviour, assuming that they are aware of peak oil, is that they know there's no solution, and they are making time in hopes that the solution will appear, probably from some new scientific breakthrough.
Another (more likely, I think) explanation is plain old denial. You can't assume that people will behave rationally. How many times have you ignored a problem and acted like it didn't exist even though you knew it wouldn't just go away? Presidents do those things too.

No, I don't think the CIA is behind 9/11, but I suspect they do keep track of peak oil issues. From what Deffeyes said in his first book, the CIA are very interested in other countries' oil resources and technology. And Matt Savinar says visitors from the CIA check in at his site daily.
I don't know how worried they are about peak oil, but I'd be willing to bet it's a lot more than they let on.

Oh that’s easy Mr/Mrs/Miss reporter …..
We all know the economies around the planet pretty much revolve around the United States and everybody of course knows current economies are based on antiquated oil.
However, we have been telling them all to get working on changing over to the new era quickly as antiquated oil is being replaced by modern technology and economies will be based on it instead. You can bet the United States is at the forefront of this new era just like we always are and change is already happening. If you don’t believe me check out the Energy Technology threads over at peakoil.com and see what we are doing and the billions going into change as I speak. I mean you people need to remember change takes time and we have plenty of antiquated oil for the transition, the key is replacing jobs slowly without creating panic.
Oh yeah, BTW: There’s a guy over there called BiGG, make sure you read the new technology threads he’s been posting lately as they clearly show many of the things some doomers are still preaching are as antiquated as the oil they are preaching about.

Sure. It's called groupthink, and it's not uncommon. Aged civilizations have collapsed because the leadership became self-serving, stuck in its ways, and blind to internal problems that should have been obvious. It could be happening again.
Groupthink applies to small groups. Like Dubya's inner circle, who all convinced themselves Iraq was going to be a cakewalk. I find it hard to believe that it would apply to two entirely different administrations, even dozens of countries.
I don't buy the idea that groupthink is responsible for the collapse of ancient civilizations. I think Tainter's right. It's "diminishing returns" that does in civilizations.

It was predicted once things visibly started going down the tubes. If you look around right now instead of looking ahead, things seem pretty good and pretty stable. It's difficult for the average person to believe the whole thing could just end. It's difficult for politicians to do it too. Gas prices have been shooting up over the past few months, and that's got people's attention. Guys like Bartlett are starting to talk about it and make it a primary issue. As more and more visible signs of instability pile up, there will be more and more talk and action. But as long as things seem ok, there will be a tendency to put it on the back burner and not think about it too much, no matter what the graphs say when you project out 10 years.
Grimnir, Yup, you are correct. Forecasting doom won't work. You have to have evidence. Once evidence appears, then people will react.
