Hoarding is exactly what the government is doing right now by filling the SPR, and frankly it's the best thing that could happen. It drives prices up. High prices encourage demand destruction. They also finance new well development. The hoarded oil gives us a buffer to fall back on once shortages become more prevalent. High prices are what we need in order to adapt to what's coming, and the sooner they happen, the better.

Energy to 2050: Scenarios for a Sustainable Future

With this book, the IEA explores a longer time horizon using two types of long-term scenarios: "exploratory scenarios" and "normative scenarios". Exploratory scenarios are based on the correct identification of a few critical uncertainty factors and are designed to explore several plausible future configurations of the world, based on different expectations of technical and/or policy developments over the near- to medium-term.
