Hoarding is exactly what the government is doing right now by filling the SPR, and frankly it's the best thing that could happen. It drives prices up. High prices encourage demand destruction. They also finance new well development. The hoarded oil gives us a buffer to fall back on once shortages become more prevalent. High prices are what we need in order to adapt to what's coming, and the sooner they happen, the better.

Sudden fear flashed on the face of Dwar Ev. He leaped to grab the switch.
A bolt of lightning from the cloudless sky struck him down and fused the switch shut.

Wow, funny you posted that. I just read that story again like 2 days ago.
Strange how the story mentions that humans stop using coal and uranium for energy, and not oil. Wonder if even Asimov though that oil would be available in mass quantities forever.
