Most prepared PO country?

I did some searching and couldn't find a thread about this. Direct me if I missed something. I am wondering what country is most prepared for peak oil? My guesses would be a smaller country that has the means to provide food, water, and energy to its people. Also have any countries publicly acknowledge PO as a certain event and started to prepare?

Norway, Sweden, Finland, Denmark. A Norwegian home in 1975 had stronger energy standards for their homes than England in 2005. Sweden has a government panel set up to make Sweden COMPLETELY free to oil use by 2020. Finland has the same for 2030. Norway is the 3rd largest oil exporter so oil isn't much of a concern if it only has to provide for its population of 4.7 million. Denmark recieves 20% of its electricity from wind and plans for 30% within the next couple years. The Scandinavians have always been right.

Norway's oil is on a steep decline slope and all the oil money it invested into securities and other financial instruments is evaporating quite fast in the current financial environment; as for most "prepared" country, that would be the one that uses the least fossil fuels per capita; scandinavian countries may be technologically efficient but they are not food sufficient and neither are they energy self-sufficient (unless they decide to make all the forests into firewood); a country inside the tropic belts with a low per-capita energy usage is most prepared to weather out peak oil, since the population is already adjusted to a low standard of living; their problem is population, which will have to be taken care of through war (or disease)

the scandinavian countries are very overpopulated even if their per-mile density is very low (compare with medieval population numbers); unless rapid climate change makes large-scale farming possible and the climate warm enough for the average person (i wouldnt live there even if someone paid me) i dont see them as a good place to move to; but hey, some people just like paying high taxes and having 3 cold seasons so ymmv

Ask George Monbiot or James Lovelock how Scandinavia will fare in the near future.

Compare England to Norway. Compare Canada to Norway. Compare China to Norway. Oslo may not be perfect but rural Norway is definitely small enough to support what it has at the moment. The Caribbean? Hope you bring a life raft or do alota situps. I heard a flying house packs a decent punch to the epidermis during a hurricane.

Papua New Guinea. They live post-peak oil every day. No preparations need to be made.

Actually, I like Brazil for the aforementioned reasons. Plus, they are not going to have the refugee problem like Europe or U.S./Canada.
