Is this true?

I have heard that Obama has a rather extreme Ethanol agenda. That he proposes at some point banning any new cars that can't run on E85 or at least a high ethanol content. Is that true or just a bullshit political rumor?

Being that its about Obama I'd say bullshit.

He is a huge supporter of E85. This is what his campaign says about biofuels..

Mandate All New Vehicles are Flexible Fuel Vehicles Sustainably‐produced biofuels can create jobs, protect the environment and help end oil addiction – but only if Americans drive cars that will take such fuels. Obama will work with Congress and auto companies to ensure that all new vehicles have FFV capability – the capability by the end of his first term in office.

100% flex fuel is pointless. There is not enough food to feed all cars and their drivers.

If nobody eats, eventually nobody will have to drive. Starve the masses out of their cars, that seems like a very good plan to me.

You could read Obama's energy plan instead of wondering about rumors.

It doesn't hurt to have cars at least be able to run ethanol.

Or biodiesel, in case there's a diesel engine under the hood. These fuels can't substitute oil in order to provide current traffic patterns, but they can provide just enough to keep a modicum or transportation, perhaps even enough to face the downturn. The problem is they can be made out of edible plants, and that's bad, or they can be made out of inedible plants, but taking farming space that could have had food crops.

I guess both (food and transportation) are necessary, but producing for food must take priority. But, in short, not it doesn't hurt vehicles can run on biofuels.
