For example he might introduce laws stating that only those with mental health clearance (which may be issued only by federal government licensed doctors) are allowed to possess firearm.

Any past conviction for whatever except of parking ticket perhaps would also disqualify you from lawful firearm ownership.

That would be at the beginning.
