The holy grail of oil?

There's a recent interesting article in the Wall Street Journal about various oil companies getting water rights for use in future oil shale development.

Oil, Water Are Volatile Mix in West
Energy Firms Buying River Rights Add to Competition for Scarce Resource

According to some articles here

kerogen, the fossil fuel in oil shale, is the most abundent fossil fuel on earth.

We should have had a nuclear power plant built out there already for use in developing the oil shale.

Has the Obama administration changed their minds and decided to develop oil shale in the US? Salazar canceled the leases from the Bush administration, but they seem to be interested in development. Maybe they're scared of total economic collapse like everyone else is now.
