It appears as though it's largely to accomodate immigration, or locals displaced by immigration. It's much like sprawl al over 'the west'. If Australia is going to continue a policy of importing hundreds of thousands of humans into this ever- sharpening era of resource scarcity they have to live somewhere for the time being.
But it's going to make the looming resource battles all that much more ... uh... 'interesting'. Anyone seriously arguing against this patently terrible policy?
