Is oil waiting to inverse capitulate?

It seems as though every time oil has been knocked down this summer it seems to get back up. So we simply waiting for the markets to capitulate in reverse and see the price of oil explode? I'm not a technical trader and lost some money on USO so I'm not exactly an expert on this. But to me it seems as far the oil bulls are concerned it's simply a matter of the bears captiulating and watching the price of oil go and go.
