Probably not far.
Range of communication of said microchip is only few cm, there is no power supply in the chip and so on.
Without transmitter worn on the body chip cannot by used to spy on you.

Some abuse is certainly possible, say within mental health section where it would be possible to coerce out-patients to comply with treatment regime.
Insurance companies may also look at this innovation and use it to prove non-compliance with treatment regimen what often results in cancellation of health cover.

Anyway it is fortunate that technological civilization is crumbling so in perspective of few years there won't be funds available for running such undertakings while infrastructure falls into disrepair.

I was thinking more of unintended consequences. Somehow many of these things start out with one purpose but end up going somewhere else.
