From what I hear some of the new capitalists are pulling the same move the jobs to China scam they are pulling on the west. If the Russian government doesn't squash these bugs, then soon Russia will have 18% and higher unemployment too.
What is happening is surreal. The "goods" produced in China are horrendous crap which has been pushed on the consumer by the retailers (so much for supply and demand). For now, the merchants make a killing reselling the trash worth a few cents for tens of dollars. They think that this reselling is enough to have a developed economy. The will have to drop the prices eventually since nobody will be able to afford the prices from the era when people had real jobs.

Also to qualify you need an income, unemployment benefits don't count.

This is the only translation I can find of currently under revision spouse visa laws is Russia.
Compared to the USA's it is extremely lax.
No warrants for arrest?// No criminal record full stop.
No income test?// Very strict income tests and set limits for sponsors.
6 months processing?// 2 years processing.
