ABU DHABI - There could be a severe global oil crunch by 2015 due to drastic changes in the oil market fundamentals, a World Bank consultant told the 17th Annual Energy Conference of the Emirates Centre for Strategic Studies and Research (ECSSR).
Addressing the ECSSR conference in the UAE capital, Dr Mamdouh Salameh, Consultant on Oil and Energy Affairs for the World Bank, said: “Unfortunately, the current alignment of these fundamentals can only lead to a severe tightening of the oil market. Other major factors impacting on the global oil market are China and the declining influence of OPEC. An analysis of these fundamentals indicates that a severe oil crunch could be in the offing, probably by 2015 or thereabouts, with oil prices projected to exceed the level reached in July 2008.”

He further added in the face of a looming oil crisis, OPEC will soon reach a crossroads. “It must ramp up supplies very significantly to stem the projected steep rise in the oil price or risk becoming irrelevant,” he warned.

However, he said, OPEC’s previous encounter with high prices in 2008 did not inspire confidence because the organisation was then unable to halt the oil price onslaught due to its members hardly had any spare production capacity. “Today, OPEC still has little spare capacity and therefore can no longer influence the global oil market and the oil price.”

“But a projected price ranging from $150–$170 per barrel by 2015 may not be out of place. When the oil price hit $147 per barrel in July 2008, it precipitated the biggest economic crisis the world has ever witnessed since the 1930s. One can only imagine what damage to the global economy a price level of $150—$170 per barrel could cause,” Dr Salameh concluded.

$150 oil is only about 1/3 higher than todays oil. Oil megaprojects seems to be showing us coming in at about 2.5 million barrels a day less production coming online over the next 4 years than the previous two,certainly less than the median new production for the past 5 years. 06-10 we averaged 4.2 million barrels a day new production. 2012-15 its going to average 2.4 million barrles a day.

I'd suggest there is a reasonable chance of 2012 having the highest ever monthly production totals as over 2009-10 we seen just short of 5 million barrels a day coming online (perhaps not, perhaps 2011 will have been the high water mark), but yep going forward there does not appear to be enough new steel being laid down physically to make up for depletion.

Good overview by Curt Cobb, read it, its only a few paragraphs:
Time To Worry
The media loves to announce new seemingly large discoveries of oil as if they are the solution to what is really an unfolding liquid fuels crisis. They point to the Tupi field off Brazil which is purported to have 8 billion barrels of oil in it. And, they point to discoveries in the deepwater Gulf of Mexico thought to contain between 3 and 15 billion barrels. And, they point to the 4 billion barrels in the Bakken Shale in North Dakota. It all sounds like a lot. When I ask audiences how long a billion barrels of oil will last the world at current rates of consumption, I often get replies that range anywhere from three months to 5 years. The correct answer is 12 days. Just multiply these multi-billion-barrel discoveries by 12, and you'll realize right away that they are not going to overcome the constraints we are experiencing in oil supplies.
